He will speak on the topic "Withdrawing from the (Modernised) Energy Charter Treaty: The Exit Strategies Ahead".
In December last year, the Contracting Parties to the Energy Charter Treaty (ECT) adopted amendments aimed at modernising the treaty. These amendments are, in principle, being provisionally applied as of 3 September 2025. However, several states opted out of the provisional application, and a considerable number of EU member states have already withdrawn from the ECT despite the modernisation effort. Against this backdrop, the roundtable will explore the modernisation process and its impact on EU member states that remain party to the ECT. The roundtable will also examine the withdrawal regime and the legal consequences of withdrawal for EU member states, as well as the effect of the EU’s inter se agreement on continued participation in and withdrawal from the ECT.
